and exports.

N.R: What are the consequences of Climate Change
in agriculture?
RB: Well, in earth and land for agriculture, it causes the loss of crops, affects the livestock sector as well; many times after a snowfall, the animals do not have food available and are subject respiratory infections and deceases. In the field, let's say in our mountains it generally has a rainfall irrigation station scenario, but as we have recently seen, now there have been floods in the upper basins, right?, one fact is that “EL NIÑO” weather phenomenon is mainly on the north coast or sometimes in the south the coast of our country; inversely there are rains in the north, drought in the south but this time rains and floods were in the upper basins of the Sierra, right?
N.R: In what way have the crops been affected?
What has climate change done or the changes in climate change caused now that
have damaged earth and in what way these crops have been damaged?
RB: This is the “rancha” or cold plagues,
right? The humidity produced by the potato is the main factor that affected areas
that do not have agroforestry protection. Periodically the AGRORURAL National
Program from the Ministry of Agriculture of Peru has an annual agro forestry
campaign in which forestry surrounds and protects the crops. Our brothers from the Andes are very wise. When
you travel by airplane you can see a checkerboard design, you do not see the uniform
and large fields and single crops, but you see different crops that look as checkerboard
or squares, which is not only caused by smallholder’s fields or “minifundios”.
Each field is not very large, because, in the case of frosts, they plant crops that
support better variable cold weather…….for example barley resists cold weather more
than potato and the later are more affected.
That is the reason that they have a kind of non-financial portfolio, but
it is an agricultural portfolio in which they can protect their land farms
against climate change ….. This is the product of years of experience, transmitted
from generation to generation.
NR: A proposal for LAND RECOVERY of the Andean
INCA platforms have been prioritized by the central government, right? As an
alternative to deal precisely with these climate change that is taking place and
to prevent crops from being lost. What
does this proposal consist of? Could you
describe in what ways the INCA ANDENES terraces are an alternative to cope with
this change?
R.B: The INCA ANDENES terraces were an
integrated system, a coast to mountain or mountain to mountain communication
system, an irrigation network, and in some cases a storage system for conservation
in the high lands of Peru (usually 2500 to 4,000mts above sea level). A system
inherited from the INCA CULTURE, the INCA TERRACES are now a strategy, a system
for Earth Recovery to combat climate change.
It is not only for cultivation and for expanding the agricultural frontier,
why? Because it implies food security, crops
are cultivated mainly for internal consumption as well as exports.
N.R: What characteristics do these Andean INCA
TERRACES have that make them optimal to use as a strategy for climate change,
which differentiates it from the current typical horizontal crops?
R.B: well first it is Vertical Agriculture on hillsides,
you know, almost 70% of the crops that our brothers from the high lands have are
located and cultivated on the hillside, right? Imagine how difficult the agricultural
conditions are in the mountains. Hillsides that sometimes have slopes with a 20
or 30 degrees gradient. You are not working there as if we were at this horizontal
desk but we have to work on the hillside. Second, it is so difficult to bring
water for irrigation in its different stages: water collection, conduction,
distribution, and application. For all these concepts the INCA TERRACES ANDENES
are not only those very beautiful stone walls you see in Tourism postcards, or
stone walls used to contain land in a terrain gradient: they are an agriculture integral system of Earth
Recovery with impeccable hydraulic, drainage, conduction and distribution
system.

N.R: En lo que es el
campo ¿qué consecuencias está generando este cambio climático?.
R.B: Bueno en lo que
es el campo genera pues la pérdida de cosechas, afecta al sector pecuario
también, muchas veces después de una nevada los animales no tienen como
alimentarse o tienen infecciones respiratorias, entonces en el campo digamos en
nuestra sierra, generalmente tiene un escenario de secano, pero hemos visto
recientemente, como han habido inundaciones en cuencas altas ¿no?, una cosa que
casi siempre el fenómeno del niño son en la costa norte en la costa sur, hay
lluvias en el norte, sequía en el sur y
esta vez ha sido en las cuencas altas ¿no?
N.R: De qué manera
se han visto afectados estos cultivos ¿no?, que es lo que han hecho el clima o
los cambios en el clima que han dañado o de que manera se han dañado estos
cultivos.
R.B: Esta la rancha
¿no?, la humedad que produce la papa es la principal a la que afecta y han sido
afectadas zonas que no tienen protección de agroforestería, generalmente el
ministerio, Agro rural, tiene una campaña anual de agroforestería en el cual
son plantas que rodean los cultivos, nuestros hermanos de los andes son muy
sabios, cuando usted va por el aire ve un damero, no ve un cultivo grande
uniforme, sino ve diferentes cultivos como un damero o cuadrados, que no
solamente es por el minifundio que no son muy grandes, porque reparte que
cultivos en caso de una helada soporta más porque la cebada resiste más, la
papa a veces resiste menos, por eso ellos tienen una especie de portafolio no
financiero , sino es un portafolio agrícola en el cual pueden protegerse ante
eventualidades, esto es producto pues de años de experiencia que se transmite
de generación en generación.
N.R: Se ha planteado
desde el gobierno central una propuesta de recuperar los andenes andinos ¿no?,
como una alternativa para afrontar justamente estos cambios que se están dando
en el clima y evitar que se pierdan cultivos, ¿en qué consiste esta propuesta?,
de que manera los andenes son una alternativa a este cambio.
R.B: Los andenes
eran un sistema integrado, sistema de comunicación costa-sierra o
sierra-sierra, sistema de irrigación y en algunos casos sistema de almacenaje,
con la altura, para valerse para la conservación. Entonces son un sistema que
hemos heredado, los andenes ahora es una estrategia, un sistema, para combatir
el cambio climático, ya no solamente es para cultivar, ya no solamente es para
ampliar la frontera agrícola, ¿por qué?, porque es seguridad alimentaria, son
cultivos principalmente es para la seguridad alimentaria propia también de
exportación.
N.R: Y qué
características tienen estos andenes andinos que los hacen óptimos para utilizarlos
como estrategia al cambio climático, que lo diferencia del cultivo que se tiene
actualmente.
R.B: bueno primero
que es en ladera, usted sabe en ladera casi el 70% de los cultivos que tienen
nuestros hermanos del campo, hacerlos en ladera ¿no? Imagínese las condiciones
difíciles del agro en la sierra. Primero en ladera, a veces a 20 o 30 grados. Tú
no estás trabajando acá como si estuviéramos en este escritorio y temos que
trabajar en ladera no. Segundo, es tan difícil llevar la irrigación en sus diferentes
conceptos tanto de captación del agua, conducción, distribución y después
aplicación. Todos esos conceptos los tienen los andenes no solamente son esas
paredes muy bonitas de piedra, esos muros de piedra que
parecen de contención, son las terrazas y es un sistema impecable de drenaje,
de conducción y distribución.
